1931년 미국의 엠파이어스테이트 빌딩이 준공되면서 시작된 초고층 빌딩 건설의 역사는 요즘 그 절정을 맞고 있다. 미국의 경우 뉴욕의 프리덤 타워(541m), 시카고의 포드햄스파이어 타워(610m)가 건설 중이고, 상하이 세계무역센터 빌딩(492m)은 내년 3월 완공될 예정이다. 현재 세계 최고의 마천루는 대만의 ‘타이베이 101빌딩’으로 높이가 508m이다. 내년 말엔 두바이의 ‘버즈두바이 빌딩’(800m)이 최고층의 타이틀을 차지하게 된다.
산업혁명이후 산업구조사회의 출현으로 인한 사회 경제적 요구에 따라서 고층 건축은 새로운 건축과제로 대두되었으며, 나아가 초고층 건축물은 도시에서 필요로 하는 공간수요를 충족하기 위한 기능뿐만 아니라 도시전체의 형상을 결정하는 상징적 주체로서의 역할을 담당하기에 이르렀다.

하늘에 보다 가까이 닿으려고 하는 인간의 욕망은 태고 시대부터 현재까지 계속 이어져 오고 있다. 전설의 바벨탑, 이집트의 피라미드에 이어서 중세 서양의 엄숙한 고딕성당에 이르기까지 끊임없는 시도가 이루어져 왔으며, 근세 들어와 산업국가로서의 자신들의 첨단 기술력, 경쟁력을 과시하기 위한 초고층건물이 건축기술의 발전과 더불어 이러한 건축역사를 이어왔다.


세계 각국이 초고층 건물을 짓는 데는 여러 이유가 있다. 초고층 건축물은 당대의 첨단 건설기술이 총체적으로 집약된 결정체로 기술 및 경제적 파급효과가 매우 커 건설산업은 물론 관련 산업의 기술까지도 한 단계 진일보시킬 뿐만 아니라 고용 창출효과도 크다. 게다가 초고층 건물 자체가 한 국가의 상징물 또는 경제 성장의 척도로 인식되고, 그 나라 국민들의 자긍심을 높여준다. 또 초고층 빌딩은 그 자체만으로도 랜드마크로 인식되어 세계인의 이목과 발걸음을 모으는 국제적인 관광 명소 역할도 한다.

현재 우리나라에서 가장 높은 건물은 타워팰리스(264m)로 전 세계 70위권 높이다. 하지만 주거용 건물인 타워팰리스를 우리나라 대표 랜드마크로 내세우기는 쑥스럽다. 우리나라도 국가 위상이나 경제 규모에 걸맞은 초고층 빌딩을 가질 필요가 있다. 그럼에도 각종 규제와 관련 법규의 미비 그리고 인·허가 관청의 소신 부족 때문에 랜드마크 빌딩 건립이 계속 지연되고 있다. 우리는 친환경적이면서 다양한 도시기능을 갖춘 초고층 빌딩을 지을 수 있는 능력을 갖추고 있다. 이제 초고층 빌딩시대를 맞이할 채비를 서둘러야 한다.
